Mohave County and City of Kingman Invite Property Nominations for Environmental Assessment and Revitalization Program
Mohave County, in partnership with the City of Kingman, is seeking nominations for properties located anywhere within Mohave County that could benefit from free environmental assessments. This initiative supports redevelopment and revitalization efforts by helping property owners remove environmental barriers to reuse and investment.
In 2024, Mohave County and the Northern Arizona Council of Governments (NACOG) were awarded a $1.5 million grant through the U.S. Environmental Protection Agency (EPA) Brownfields Program. The funding supports the Northern Arizona Property Reuse and Redevelopment Program, which serves all of Mohave County—including the City of Kingman—as well as the counties of Coconino, Navajo, and Yavapai and their respective communities.
The grant provides no-cost Phase I and/or Phase II Environmental Site Assessments (ESAs), asbestos and lead-based paint testing, and the development of cleanup and reuse plans for eligible properties. The primary goal is to transform vacant, abandoned, or underutilized non-residential properties into viable assets for economic development.
Please note: This program is not available for residential buildings or properties used exclusively for residential purposes.
Importantly, this is a non-enforcement program—property owners are not required to undertake cleanup or remediation if contaminants are found. Instead, they will receive valuable information about their site's environmental condition and may be connected with voluntary remediation programs or funding resources, if desired.
Properties with uncertain or poorly documented environmental histories often face challenges with financing, leasing, or sale. These assessments eliminate uncertainty and improve the property’s marketability and value to developers, business owners, and potential investors.
Funding will be available through September 2028 or until fully allocated. Because funds are awarded on a first-come, first-served basis, interested property owners, developers, and community stakeholders are encouraged to complete and submit a Site Nomination Form as soon as possible.
