LOMR to remove nearly 89 parcels from the FEMA Special Flood Hazard Area Effective September 1, 2016.
Horizon Six is located in the south east part of the Lake Havasu City area and is bisected by a major drainage course, Mockingbird Wash. Flooding and sediment transport have caused significant problems over the years. The County has been working on projects to mitigate these problems including studies and a Design Concept Report (DCR) that serves as a guiding document for improvements within the subdivision. The construction of a detention basin system north of the subdivision was one of the priorities identified in the report.
The other major component of the recommended improvements was the channelization of the flows coming from that detention basin. The Flood Control District purchased all of the Right-of-Way required for the project and began bidding the construction of the project when final plans were issued. The channel alignment starts at the detention basin system outlet at Window Rock Road and continues almost due south through the subdivision until it crosses Little Finger Road and discharges into an existing channel on the south side of Little Finger road. The improvement plans included a channel and drop structures constructed out of soil cement as well as reinforced concrete box culverts where the channel crosses Window Rock Road, Lake View Road, Gold Spring Road, Blue Canyon Road and Little Finger Road.
Completed, the combined projects have dual benefits for the residents of Horizon Six. The project reduces the risks of damage due to flooding, erosion and sedimentation to the property owners located along Mockingbird Wash. The second benefit came when the Letter of Map Revision (LOMR) was submitted to FEMA for review. Upon approval by FEMA, the LOMR removed a significant number of those properties from the Special Flood Hazard High-Risk Zone.
