Water System Connection Fee
Purpose
This District policy and procedure supports future District water system sustainability and fair allocation of historic District investment in system development and maintenance. It sets forth a water connection fee applicable to owners of real property not in the District as of the date the Board of Directors adopted this Policy and Procedure No. 2019-01 (“policy adoption date”) and who desire to receive District water service. This policy and procedure further establishes standards and guidelines on maximum daily water demand per connection and physical connection to the District’s water system.
Water Connection Fee
Horizon Six Improvement District contains 291 real property parcels. The District funded and constructed its water system in 1984 at $524,765 (1984$). The District’s 2017 booster station replacement represents its second major water system investment at $182,281 (2017$) with funding sourced exclusively to District property owners.
Owner(s) of property not in the District as of the policy adoption date shall be required to pay a one-time water connection fee per parcel of land. The water connection fee represents one-time District maintenance reserve fee to owner(s) of out-of-District real property who desire to receive District water service. This requirement of a water connection fee applies to property(ies) and owner(s) that have successfully petitioned into the District after the policy adoption date.
The water connection fee is established at $2,200 per District water system connection and shall increase by $50.00 per year subsequent to 2019. This fee represents the remaining value, in present day dollars, of District investment in original system construction and booster station replacement as distributed across the District’s 291 parcels. One water connection permits maximum 200 gallons per day water demand. The water connection fee is due in full in advance of District will-serve letter issuance, which gives District willingness to provide water service to the requesting property owner.
Proof of District Service Capability
The District, in considering any water connection requests, prioritizes the operation, integrity, sustainability, and reliability of the District’s water system in serving existing customers and District property owners.
As condition of will-serve letter issuance, the District may, at its sole discretion and at no cost to the District, require the requesting property owner to facilitate and provide the following proof of District water system capabilities to the District’s satisfaction:
- Assurance on system main(s) capacity.
- Assurance on system water pressure at new service line(s) connection as well as across servicing pressure zone.
- Assurance on District distribution system not incurring contamination introduced due to backflow.
- Other District water system capabilities as determined by the District relevant to the water connection request.
New Infrastructure Development for District Acceptance
The following checklist presents jurisdictional and technical requirements and standards of the State of Arizona, Mohave County, and Horizon Six Improvement District for the private design, construction, and conveyance of new water system infrastructure and appurtenances to the District to own, operate, and maintain. New infrastructure conveyance to the District and acceptance by the Mohave County Board of Supervisors, acting as Board of Directors for the District, shall occur in advance of the District permitting any new active service connection to the District’s water system.
- Obtain Arizona Department of Environmental Quality (ADEQ) Approval for Construction for Drinking Water Facilities.
- Obtain ADEQ approval of:
- Engineers Certificate of Completion (ECC) o Test Data Required with ECC
- Approval of Constriction for Drinking Water Facilities ü Submit to District:
- Cited ADEQ forms showing acceptance and approval. o As-built plans sealed by an Arizona-Registered Engineer o Soil compaction test data report
- Vicinity map (exhibit on letter-size paper for acceptance resolution)
- Obtain letter (e-mail correspondence acceptable) from Mohave County Public Works approving release of Right-of-Way Use Permit for work performed.
- Complete the Form of Conveyance for Infrastructure provided by the District.
- Satisfy jurisdictional and technical requirements as applicable to the new infrastructure design and construction.
